China is aiming at and striving to become a major World's Scientific Center(WSC),and WSC has once again received the attention of scholars and policy makers.However,the U.S.has been the WSC for nearly 100 years,and it has shown no trend of diversion.In addition,the laws and prophecies of the law of the shifting of WSC proposed by Yuasa have not been proven by practice,and the researches of WSC and “Yuasa Phenomenon” need innovation in both thinking and approaches.In fact,the competition of talents has been the core of economic and technological competition all over the world.Under the background of economic globalization,the international migration of talents has been increasingly frequent,scientific immigrants has become an important factor that affecting the quality of talents of all countries and a vital force in shaping the world order in science.Therefore,it is necessary to pay attention to the laws of the shifting of WSC from a new perspective.So,how does the international migration of scientists act on the shifting of WSC? What factors are driving the international migration of scientists?Based on the perspective of international migration of scientists,this paper built a research framework including WSC and the international migration of talents following the theory of social network and the theory of international migration of talents,and trying to reveal the dynamic mechanism of the shifting of WSC.This paper collected the migration data of Nobel laureates for Physics during 1901-2011 using CV analysis method and re-measured the “Yuasa Phenomenon” of the law of the shifting of WSC by the number of scientists.We constructs a network model of international migration of scientists,and reveals the relationship between the shifting of WSC and the international migration of scientists.A gravity model of international migration of talents has been built to discuss the impact of economic development,political democracy and scientific accumulation on the international migration of scientists and the dynamic mechanism of the shifting of WSC.This paper draws the following conclusions:(1)the laws of the shifting of WSC measured by “the number of a county's distinguished scientists” and “the number of scientific achievements” are similar,and the orientation of the shifting of the WSC greatly depends on the orientation of the migration of scientists,and the migration of scientists plays crucial role in making and remaining of the U.S.WSC;(2)economic development,political democracy and scientific accumulation affect international immigration and emigration of scientists,and therefore influence the shifting of WSC.To be specific,the level of economic development and the degree of scientific accumulation both have a promoting effect on immigration and emigration.Before 1918,the degree of political democracy promoted the migration and migration of scientists.After 1919,although scientists still preferred to move to the countries with democratic constitutionalism,the relationship between political democracy and the number of migration scientists has no longer been significant.(3)the characteristics of the international migration of Nobel laureates for physics have changed according to different stages.After 2002,the direction of international migration of scientists has been decentralized,which shows that there might be more than one WSC in the future.Countries with developed economy,democratic constitutionalism and strong scientific accumulation could gain high scientific benefits from the international migration of scientists,and thus more likely to be WSC.
