R&D persons are totally different from the common employees before. In the third part of this paper, the actuality of high technical minor enterprise is analyzed. The concepts of high technical industry and high technical minor enterprise are defined firstly and the working characteristic of R&D persons in minor enterprise is discussed. The problems in encourage system of R&D persons in high technical minor enterprise is analyzed and the system analysis of the factor affect the performance of R&D persons is carried through.In the forth part of this paper, the topic is how to establish the effective encourage system in high technical minor enterprise with the example of Yunnan Zhichuang Company. After introducing of this company, the deep analyze of the problems in the inspiriting of the R&D persons. The design idea and fundamental of encourage propose is discussed.
