This paper started from the actuality and dilemma of human resource performance evaluation of minor enterprises. The research results of domestic and foreign are reviewed and the relation between performance evaluation and performance management is analyzed. The ubiquitous problems of human resource performance evaluation in minor enterprises are discussed. The performance evaluation and encourage system is established by the example of a company in Hebei provence.To establish the performance evaluation and encourage system, the object and goal of technical personnel performance evaluation are discussed and the frame of this system is build. Then the indexes of performance evaluation are analyzed by Analytic Hierarchical Model (AHM), the weight of indexes are evaluated. The program and institution are also involved. The method of fuzzy synthetically evaluation is applied in this evaluation system. Then encourage system is established from aspects of matter, spirit, career and self. The last part is the estimates appraise of performance evaluation and encourage system and feedback of evaluation results.There are some innovation and characteristic aspects as follows: First, the characteristics of the minor enterprise are analyzed systematically. Second, the current situation of China's minor enterprise, various kinds of questions existing in performance management and encourage system at present are identified, this paper points the performance management mode which minor enterprises should adopt. The third, supporting supported by with company's practice and using quantitative analysis method combined together, especially adopting Analytic Hierarchical Model to determine the weight of the goals. The performance evaluation system is made further scientific, rational, practical and effective. The administrator of the enterprise can find the answer of to solving the practical problems form it. In study of while studying with the incentive mechanism in performance in minor enterprise, this paper stresses the rationality, feasibility, reality and effectiveness, and the contribution and in the thesis is useful to can more help the minor enterprise of our country to reform the development with social economic system.
