Urban is a huge system with the nature of historical development, economic center, space agglomeration, complex dynamic and the human being. The dynamic nature of urban development, namely Urbanization, has developed since industrial revolution of capitalism in the 18th century. China's urbanization began in the early times of China's foundation. It should be said that the process of urbanization with Chinese characteristics is the process of urbanization, it has more profound features and connotations. China's urbanization entered a rapidly development track after Culture Revolution. Relevant data show that China's urbanization rate raised 0.77 percent per year from 1978 to 1998, and raised 1.16 percent from 1992 to 2002. With the entrance to the 21st century, People's concern about China's urbanization transferred from simply quantitative growth to overall quality increasing of urbanization, whereas the key to promoting the quality of urbanization is to make clear of the suitable development model of urbanization. Many cities all around the world have experienced different courses of urbanization, the "carpet" suburbanization in America, the development strategy of small towns in Germany, the concentrated then scattered urbanization in Korea, and the over-urbanization in Latin, all these are the typical model of urban development in the world. Although there's no uniform model of urbanization which is applicable to all states and regions, studies on the development model of China's urbanization are of great significance in the new historical period. Based on the different types of development model of urbanization, the profound connotations of intensive urbanization are brought forward. Intensive urbanization refers to the scientific urban planning, urban clusters, industry agglomeration, population centralization, incentive land, ecological penetration, technological integration and the corresponding policy support in the orderly process of urbanization. In the time-dimension, the basic nature of intensive urbanization is sustainable development of urbanization. In the space-dimension, intensive urbanization is characterized by the development of leaping then bounding. On the basis of theoretical analysis, the author takes the city of Dalian as a case, gives a comprehensive analysis on Dalian's urbanization, estimates its basic level, growth speed, development stage, trend of harmonious degree and structural deviation, then objectively analyzes the scale and hierarchy of urban system, the division of functions and spatial distribution. On this basis, the author proposes the direction, goals, principles and the speed of Dalian's intensively urbanization, and the urban-bounding planning, population concentrated towns and the intensive use of land, industrial clustering parks, as well as the establishment of cooperative innovation system of urban-rural and the like strategies. In the end, the article has put forward the reform of the Hukou system and humane recourses support strategy, orderly circulation of land and the social security for landless peasants, environmental protection and construction as well as the transformation of government functions.
