The primary performance management system of Xingsha DesignInstitute is analyzed comprehensively according to theories and methodsof modem performance management. And a set of new performancemanagement system is set up.This paper consists of 5 parts. Firstly, the basic theory of PM isdescribed through analyzing domestic and foreign documents. Secondly,investigations and quotations are applied to analyze the status quo of PMof Xingsha Design Institute from PM flow and dominating factors whichaffect the flow. And disadvantages are pointed out. To solve theseproblems, advanced idea of strategic PM and core technology of keyperformance indicator (KPI) system are used in the third and fourth partsto accomplish a set of operational performance improvement proposalincluding strategy-oriental KPI system, design of performance appraisalform, and application of performance appraisal result. Then the effect ofthis improvement proposal during a given period is analyzed andappraised in the final part. And improved suggestions are put forward.Contents related with PM such as PM and strategic management,core technology of design of strategy-oriental KPI, etc. are stated fromseveral aspects such as management, system theory and economics. It isof great significance for enterprises similar to Xingsha Design Institutewhich is transformed from business unit to enterprise unit with hi-tech,hard project-management and relatively decentralized power to establisha set of strategy-oriental PM system.
