Along with the establishment and improvement of China’s socialist marketeconomic system, the traditional personnel management of national defensescientific research institutions in China has gradually can not adapt to thedevelopment of the times, some problems existing in the traditional managementmode and has become the enterprise reform and development.In this paper, CASIC cadres for the object, aspects of organization structure,scientific research production management mode and characteristics, appraisalsystem, analysis, study and research, aims to introduce the modern enterprisehuman resources management theories and methods, building the objective andfair cadre performance appraisal system, to achieve a new leap in thedevelopment of the Institute, the full text is divided into the four part:The first part is the introduction, introduces the development and basictheory related domestic background, the performance management of this paper,concept, characteristics, performance appraisal and performance managementand the factors affecting the distinction made the system analysis and definition,and selectively introduced the use of three kinds of performance appraisalmethods, which constitute the theoretical basis for the design of the s pace ofhospitals cadre performance management system. The second part is a detailedanalysis of the space of the old performance appraisal system, and points out itsexposed in the operation process of the shortcomings and deficiencies. The thirdpart is based on the first two parts research, combined with the actualmanagement needs, the CASIC conducted a performance management systemdesign. The fourth part is the performance management system for the smoothimplementation of the design of the security measures, through the effectiveimplementation of these measures, provide the realistic foundation for theimplementation of performance management system in the space of success.
