The market economy makes the competition of the enterprises moreand more intensified and enhances the value of human resources. As for amodern enterprise, the existence and growth of it depend on the qualityof its human resources. The competition of the enterprises almostbecomes the competition of its outstanding employees. At the same time,the external environment of the organization is changing constantlywhich makes the organization change dynamically for the supply anddemand of the human resources. Under such background, the strategicvalue of human resources management is maximally enhanced and thehuman resources development planning appears more significantly.In recent years, Changsha Coal Group Company Limited has madesome attempts and probes on human resources development andmanagement which supplied proper human resources guarantee andintellectual support for the healthy and steady development of thecompany. However, there is still large gap in the breakthroughdevelopment of the company for the requirement of human resources,The fundamental work is less perfect, all kinds of mechanism need to beamplified and particularly, the company lacks a clear, scientific andperspective human resources development plan.For this reason, with nearly 4 years of crumbs of work experience inhuman resources management and with absorbing the valuableexperience of the colleagues, the author tries to work out the company'shuman resources development plan.Started from the evaluation of the external environment and internalcondition of the company, the paper analyzes the current situation of the enterprise's human resources and human resources management, finds theshortcoming of the staff and the advantage and disadvantage of humanresources management. Also the paper sets up the comprehensiveobjective of human resources development plan within three years andanalyzes and expounds the measures which ensure the realization ofhuman resources plan through the forecast of supply and demand ofenterprise's human resources.
