The people's income level in Xiangxi city which lies in Wuling mountain is low. The main population of Xiangxi city is peasants. Because of bad basic facilities, low education and history reasons, people in Xiangxi countryside are poor, and the income is lower than other places.Since the country took the help-poverty measures in 1986, the poor people in Xiangxi is rapiadly reducing. But it becomes more and more difficult because of many reasons. The people whose income is lower than the country's poverty standard, then indulges into poverty again. But because of anti-poverty system itself's limitation, the efficient of help-poverty measures is short.The article analysises the long-efficient factors which inflect the income of Xiangxi countryside's persons.And then the result is that the income from non-agriculture will exceed the income from agriculture and that working repay has the main effect in the whole income.So we should put the help-poverty resources into the industrial project. According to international and domestic success cases of help-poverty, and then give some advice to establish long-efficient instution of help-poverty in Xiangxi autonomy canton countryside.
