Research On The Construction Of Long-termmechanism For Preventing And Returning Topoverty In Poverty-stricken Qreasunder The Background Of Ruralrevitalization Strategy

The chronic disease of poverty has always existed in the development of human society,and it has always been a difficult problem for human beings,hindering the pace of human pursuit of a better life.People trapped in poverty for a long time are seeking up and down on the road against poverty.Guided by the Marxist anti-poverty theory,based on the reality of national development and keeping pace with the times,China has explored a path of poverty reduction with Chinese characteristics.Due to the long-term and complex nature of poverty,it always appears in different forms in different periods.Now,when China is getting rid of absolute poverty and striding into the second century,we must fully realize that China’s poverty problem has changed from absolute poverty to relative poverty,especially in this critical period of transformation,we must face up to poverty alleviation.Faced with this reality,poverty alleviation areas must focus on building a long-term mechanism for preventing and returning to poverty.Its purpose is not only to eliminate the threat of poverty alleviation groups returning to poverty,but also to boost China’s construction of a modern and powerful socialist country.This thesis mainly adopts literature research method,quantitative and qualitative method,interdisciplinary research method,and case analysis method.On the basis of combining Marx’s anti-poverty theory,anti-poverty theory with Chinese characteristics and related modern western anti-poverty theories,it closely focuses on the problem of returning to poverty in my country and researches it.In the context of winning the battle against poverty and fully promoting the strategy of rural revitalization,first of all,this thesis makes an overall grasp of the situation,characteristics and causes of the phenomenon of returning to poverty in China’s poverty-stricken areas,and comes to the conclusion that building a long-term mechanism for preventing and controlling returning to poverty in poverty-stricken areas is an inevitable requirement for consolidating the achievements of poverty eradication and an important measure to continuously promote the anti-poverty process and an inevitable choice to promote the common prosperity of all people.Secondly,in view of the construction of the long-term mechanism for the prevention and control of poverty return,this thesis puts forward the general idea of construction.First,improve the conventional mechanism to prevent poverty return from consolidating the achievements of poverty eradication,second,improve the development mechanism from the perspective of maintaining stable growth and strictly control poverty return,and third,explore innovative mechanisms to deal with new problems.Put forward the basic principles of construction,including the combination of top-level design and specific practice,the combination of overall promotion and accurate implementation,and the combination of inheritance and development and innovation.Under the guidance of the overall idea and basic principles as the conceptual framework,this thesis puts forward some path suggestions to establish and improve the poverty return monitoring mechanism,strategic linkage mechanism,endogenous power stimulation mechanism and multi-dimensional poverty governance mechanism.Finally,by citing the case of Fengjie County,Chongqing,this thesis analyzes how to build a long-term mechanism to prevent and control poverty,and further demonstrates the applicability of the measures to the whole.“Winning is not difficult,but it is difficult for those who hold it.” The problem of returning to poverty is accompanied by poverty,we must pay attention to the prevention and control of returning to poverty as a long-term problem.In the context of the Rural Revitalization Strategy,building a long-term mechanism for preventing and returning to poverty,to prevent and control the problem of returning to poverty and ensure effective poverty alleviation,which an urgent task for China’s poverty governance,but also a countermeasure to achieve sustainable development in the future.The discussion on returning to poverty will not only continue to enrich Marxist anti-poverty theory,but also help the practice of preventing and controlling returning to poverty,so as to push China’s anti-poverty cause to a new level.
