It's an exigent question to solve this problem.Through analyzing the actuality of our country's urban agglomeration, industrial structure convergence, the market being too protective are the convergence represent of the designation of urban development in urban agglomeration. Through analyzing local government, which are the constitutor and executor of urban development strategies, to analyze the behavior of the local government in constituting and executing the designation of urban development, and to identify the factors influencing their behavior. In the course of analyzing of local government, we build four game models in striving for center city, striving for supporting advantage industry, the market being too protective and the affect of government official behavior to analyze the government action, and find the reason of the designation of urban development. City official's appraisal system incomplete and the interest group coordination mechanism are not sound. Through perfect the system environment, to change the strategy of local government, which has effectively solved the problem of convergence for development within urban agglomeration. Finally, offer some of the environmental initiatives and ideas to improve the system.
