Institutional Innovation, Poverty Alleviation Mechanism Of China's Minority Areas

In our country, poverty problem has been a great barrier which prevents social construction from being harmonious at present. The phenomenon especially existed in ethnic groups in the west of China. Poverty alleviation is not only an economic issue but also a political one. Poverty is an important research topic which is always concerned by academic circles home and abroad. In the new process of society development, more attention should be paid to research on poverty and poverty alleviation problem of Ethnic Group Autonomous Region .It is undoubtedly significant in reality and theory.This dissertation is based on the basic economics theory and takes Ganluo county where belongs to Liangshan Yi Ethnic Group Autonomous Prefecture, Sichuan Province as research object, and the current poverty condition of Ganluo is analyzed from the viewpoints of political science and public administration in the dissertation. The author thinks that the poverty in rural areas of the west of china is not only income poverty but also the lack of right capacity. Meanwhile, the author further discusses and analyzes the causes of income poverty and right capacity poverty from institution aspect. The dissertation elucidates the work of poverty alleviation guided by government in recent years and the author researches into the performances and problems during the process of carrying out the different poverty alleviation models in the Ganluo ethnic group areas, further analyzes and points out the institutional cause of the low effect of the poverty alleviation models.Therefore, the author concludes that the suitable institution is not only fit for local hard environment but also fit for local soft environment-informal restriction. At last the author points out that developing path of the west of china poverty alleviation is undoubtedly to construct the new model which pays more attention to right poverty alleviation instead of income poverty alleviation, and the author emphasizes that poverty alleviation institution should construct a incentive system which makes the government concern and settle the poverty problems and mobilizes poverty people to take part in as well. It also should be suitable to the local traditional culture so as to improve the active effect of poverty alleviation.
