The thesis introduces the existing status of business and Human Resources training foundation in NSC Company firstly. Based on business development strategy needs and the research to the theory of Competency, define the importance of establishing competency-based HR training and development system (Why), create and analyze the competency model of NSC Company.The thesis includes two important parts. The first part introduces the core components of competency-based HR training and development system in NSC Company, and analysis the principle, method, process and tools in each component (What). The second part defines the method of executing this system (How).The last part of this thesis draws into assessment tool, and establishes the assessment profile to this system, at the end, analysis the possible action for improvement. The thesis try to link theory with business actual needs, create strategic HR development system.
