Chinese Public Goods, The Effective Supply Of Research

The effective supply of public good not only has a close relationship with the fast development of the national economy and society, but also has a very important significance for the construction of a fair and harmonious society. Because of the exclusiveness and the noncompetitive of public goods, the general viewpoint regards that government should provide them to solve market failure, but with the increase of the per capita income, the change of industrial structure and the continuous change of the values of people, they proposed higher requirement to the supply of public goods, but the deficiency of governmental financial, the low efficiency of governmental operation leads to the severe deficiency of public goods. This contradiction composed to the main contradiction of the current supply of public goods in China.In 1970s, many governments in developed countries began to use market to provide public goods with success. This gives us a useful experiment to solve the puzzle of the supply of public goods. We can improve the efficiency of public goods' provision by market, but the national conditions of our country and the present situation of public goods' supply determine that we can't completely depend on market; the government's reforms have opened up a road for the development of the third sector. The public goods' supply of our country exist the following problem: the supply amount is not sufficient, the urban-rural supply and regional supply is unbalance, and the contradiction between supply and demand is serious and so on. So exploring a model which is suitable for the national conditions of our country is very important.The first part of this paper summarizes the correlated study on the public goods' supply; the second part introduces the concept, characteristics and the classification of public goods, and analysis the factors which influence the supply of public goods. In the third part, it analysis the reason of governmental supply, private supply and voluntary supply, and comprises the domestic and overseas' public goods supply. The fourth part of this paper mainly analysis the existed problems of public goods' supply in our country and the reason throughout massive data. In the third part, it puts forwards a multiple supply model which is suitable for our national conditions, and proposes some suggestions for the construction of this model.
