To make a definitude judge to whether FDI improve regional innovation, this is very important both in theory and practice.At two view of regional innovation capacity and regional innovation system, first of all we use each province data of our country in recently years, to study the impact of FDI on regional innovation capacity by the method of computation analysis, and then proceed with demonstration analysis, detail data and example explain the impact of FDI on regional innovation system, and give the reason of the impact.From upwards study we can conclude: in a certain extent FDI does have good impact on improving our country technology and innovation capacity, but according to the synthetically result of East, Central and West region, it's not remarkable in statistics, FDI doesn't have remarkable impact on improving independent innovation capacity and increasing original technology capacity. From the demonstration part, abundant data and example show FDI has remarkable good effect on regional innovation, at the same time it has bad effect too, these two side counteract each other, which make the impact of FDI on regional innovation not remarkable.
