Western New Rural Construction In The Farmers' Perspective Study

Building new socialistic village, as a goal and great historical task, was put forward to Chinese society in No.5 of Sixteen Session of Chinese Communist Party, which is to found a long-term system to connect town and village. After industry back to agriculture and town in support of village, village economy will develop, villagers' living level will be raised and village environment will be improved. As we well known, China is a big country where different area has different qualities, and different area's villagers' has different needs, so it is necessary to tell different area in China to do our research work.in this thesis, we choose western villagers' desire as our angle of view to begin to do our research work and we will emphasize on the situation and demand of western village building in positive method. Then we will study western villagers' general view about new village building and make rank of five main contents, they are production, living condition, culture, environments and administer. At last, we will provide some advice base on foregoing analysis.After research, we know that most western villagers, the main body in building new village, support to build new socialistic village, who believe that it is a favorable policy for village progress and they would like to devote themselves to build new village. After investigation in production, living condition, culture, environments and administer, we know that villagers are more care about production and living condition than others. In view of these, the western villagers is more attach important to develop village production and improve their living condition than other place in China, especially in the place of eastern China.First of all, in agricultural production, lots of villages think that it is the most difficulty in their production that is shortage of money, technology, hydraulic facilities and so on. So they huge for capital and technique from government, especially lack of loan and more grain subsidy. Meanwhile, lowering cost of agricultural productive material and increasing farm produce are thought as a advisable track to push village economy.Second, in villagers' income, villagers are not satisfied to their income for rare chance to be created for making more money. They eagle for government could help them overcome difficulty in their life, especially in education for their children, medical treatment, price of farm produce and chance for employment. As a result, the government should work hard to create more chance for villagers to increase their income, put more investment in agricultural public produce, enlarge the covering range of social commonweal in west and advance western villager road and hydraulic facilities.Third, in village culture, because there is lack of public cultural equipment, villagers' cultural activities is very humdrum, most villagers are not content their actuality. Accordingly, government should get more public cultural equipment in village society, such as library, activities' field around their house, equipment of building body and so on. Meanwhile, recovering and developing local traditional cultural activities is another advisable method to change bad vogue and terrible habit in western village.Forth, in village environment, most villagers hope government should start to harden the village road, collect and dispose rubbish, plan and rebuilt villages' houses and so on. In view of these, government should take two points into consideration, one is emphasis on hardening village road, improving the system of drink water and installing tap water and so forth in order to care about villages' life. The other is the pushing rebuild firedamp pools, greening village environment around house, collecting and disposing living rubbish and building ductwork to discharge waste.The last, in village administer, most villages do not understand the mean of democratic administer. So it is government's task to complete the democratic election in village to protect the lighter of villagers' election and supervising, improve the institution of finance openly to push villagers' activities in building new village, enforce the system of villagers' congress to encourage villagers participate to administer themselves, strengthen direct villagers in technology to enhance the degree of systematic of villagers.
