Human resource outsourcing is originated from "Outsourcing"; the concept of outsourcing was originally rising in practice. Since the "Outsourcing" was first bought out by two America scholiasts Gary Hamel and Prahalad C.K in their article "The Core Competence of the Corporation" (1990), it's became a new trend in the area of model corporation management. The development of Chinese human resource outsourcing has drawn lessons from Western Corporations' experience. The development of human resource outsourcing theory in China is based on the western mature theories and practice experiences. Taken as a whole, this approach can increase understanding of human resource in China rapidly, but it does bring up some inevitable practices issues, such as how to adjust western theory to suit China practice and how to localize the western theory in a more effective way. There is a significant lagging of human resource outsourcing theory behind its practice, as the current study hasn't addressed those issues. As a result, the purpose of this paper is to conduct an exploratory study to address such issues.This paper adopts Lepak and Snell's model of human resource outsourcing project decision-making as a foundation and uses value and uniqueness as abscissa and ordinate to analyse how to select the human resource outsourcing project in China. In addition, by study the well-developed process human resource outsourcing process in foreign corporation, the author proposes a theoretical human resource outsourcing implementation framework in Chinese corporations along with main points in different stages of the implementation framework. At last, a case study on M shipping service company is included to examine the valuation of the conceptual framework on human resource outsourcing by identifying the current issues and causes in the company and proposing a theoretical plan, specific implementation solution and other advices.
