Viewed as smoke-free or green industry, the convention and exhibition industry is highly comprehensive and promotive. It is measured by professional institutions that the promoting rate of the convention and exhibition industry is 1: 9, with its own benefits ranging from 20% to 25% or above. As the result, the convention and exhibition industry is attracting more and more attention from many countries in the world.As we can see from the case of Shanghai, the annual increase rate of the number of exhibitions is 15% to 20%, which is higher than that of the local GDP, and the areas used for exhibition are also maintaining a high increase rate, namely 10%. The success of hosting Expo 2010 in Shanghai is a precious opportunity both for the city and for the overall development of the convention and exhibition industry in China. Nevertheless compared with western countries whose convention and exhibition industry is well developed, ours till has quite a lot inadequacy. And the state-owned exhibition companies should play the supporting role in the development due to their key position in the national economy. In face of such keen market competition and historical opportunity to host Expo 2010, Shanghai Foreign Trade and Commerce Expo Company should, to some extent, change its philosophy and methods in management, so as to meet the competition, hold the opportunity and successfully host Expo 2010. However, the current researches and studies on this subject made by domestic experts are mainly from macro angle, that is, there is a lack of an integrated professional performance evaluation method with convention and exhibition industry characteristics. If we insist on using those general performance evaluation system of SOE(State-owned-enterprise), some major defects may be inevitably incurred.Consequently this paper makes certain studies on the performance evaluation system of the supply chain in the state-owned exhibition companies, deeply based on the understanding of supply chain management. The author uses Balanced Score Card and Supply Chain Operation Reference as the referential models. The above two models, since their first coming into use, were soon adopted and extended by many European and North America countries duo to their scientific and advanced nature. The author puts forward the BSC+SCOR, a compound supply chain performance model, with profound analysis on these traditional models. The purpose of this paper is trying to establish a unique performance model which can be applicable in our state-owned exhibition companies, and to figure out, through practice, whether this kind of compound model is beneficial in increasing the implementation of the company strategy and core competence. The author hopes that his study will be of some positive help to the improvement of professional exhibition companies.Based on the analysis of the current performance evaluation methods of SOE, this paper generalizes major problems and inadequacies, so as to prove the urgency and necessity to establish an applicable performance evaluation system for state-owned professional exhibition companies. Then the paper raises the principle and essence of the BCS and SCOR models and the compound model, its feasibility and basic conditions.The paper also uses analytics and fuzzy mathematics to make comprehensive analysis of index figures, both qualitative and quantitative.
