With our country aging of population .The burden of parent' expenses becones more and more serious,and goverment pension system faces the serious financial crsis now,In the course of reforming to theraditionalendowment insurance.Our courtry pays attention to the system important supplement to endowment insurance basically function of the occupational pension day and day.Since the occupational pension ensures one of the imporantant pillars of the system. It is one that concerns large market of the every participant's vital interests to involve surface to be very wide,and sane development gradeally ,In order to improve the development of china's occupational pension ,it is necessary to analyze the problems deeply and give the solutions.occupational pension is not only the second pillar of the social endowment insurance system,but also an important part of human resource management.On the one hand,it helps the enterprise attract and retain key employees;on the other hand,it supports building the long-term stimulating mechanism to improve the solidarity and productivity.After ten years'development in China,more bills about employer pension have been deployed,and it's great development potential has been embodied and attracted more close attention of employers and employees. The article consists of five parts:The first part is the foreword,which reveals the background, the topic selection and the significance of the article;The second part introduces basic theories of occupational pension.In Chapter3,I analyzed the relationship between occupational pension and enterprise system .The fourth Chapter inclouds the development ofoccupational pension in the developed country such as America and Japan. Lastly,inChapter 5,I made an elementary design on the occupational pension according to some characteristic of the state-owned enterprise. Main conclusions of the article as follows: the objective of occupational pension reflects the objective of human resource management,the design of its plan is based on compensation,and the labor-management relations also afect the occupational pension.the essential reasons affecting occupational pension are property rights and enterprise culture.And property rights affect the objective of occupational pension by means of human resource management,enterprise culture afect its idea of the design.It is developing in health and wide of occupational pension that we can perfect the insurance in different levels,We must fast establement of occupational pension,make up our insurance.
