China (mianyang) Military And Civilian Mechanisms To Innovative Research

The integration of military and civil application is an inevitable trend of modern military development. Of all the various factors, mechanism plays a crucial role in this development. Mianyang , a city rich in resources of military and industrial technology, attracted a large number of national defense scientific research units and military enterprises during the "First Five-year"and"the Third-line Construction", and a military enterprises group has been formed in the city, with electronic industry as its core. From the late 1970s to early 1980s, Mianyang took the lead in transforming military technology into civil application. With the help of the military industrial enterprises, such as Changhong, Jiuzhou, the city began to research and develop products for civil purpose, and quickly became renowned as electronic science and technology city in the country. Mechanism of military and civil integration brought enormous economic social benefits. It not only promoted the rapid development of the various causes of Mianyang, but also aroused great attention of the country. In 2001, based on the initial results and enormous potential of military and civil integration, Mianyang was named as the only Science and Technology City in China by the State.However, some mechanism problems, such as the decline of innovative vitality, insufficient development motivation and ineffective countermeasures, have gradually hindered the further integration of military and civil application of the city. This paper is to take China (Mianyang) Science & Technology City as the study subject. Based on case studies, combination of the normative and empirical analysis, combination of qualitative and quantitative analysis, combination of graphics and texts, the paper tries to find a solution to the problems in systems, policies, institutions, mechanisms, and models encountered in the process of promoting the integration of military and civil application in this city. It may serve as a guide to further implementation of the strategy of revitalizing the State by science and education in west region, and as a reference for mutual development of China's military and civil resources, coordinated development, enhancement of our national economic strength, and establishment of a new national defense security system with the integration of military and civil resources.
