A Research Institute Project Management Problems And Countermeasures

Enterprise Project Management is a huge and complex systems engineering, including many aspects such as demand management, market management, structural procedure management, organization management, stratal operation management and information system management. There are many management models that combine various management theories with practices, but few of Enterprise Project Management is adapted to the actual situation in China. The purpose of this paper is to enhance the level of Enterprise Project Management in Southwest Institution of Electronic Equipment (SE) by introducing IPD management thought.This paper, analyzing the management characteristics, present situation and problems of the hi-tech electronic * equipment project assumed by SE, conducts a comprehensive summary and research about the Enterprise Project Management in SE by means of the theories and methods in project management, and provides some referential suggestions to SE on how to apply project management theories to solve the management problems in the hi-tech electronic * equipment projects.First of all, this paper analyzes the management problems in the electronic * equipment projects assumed by SE, finds out the key factors that restrict the project management level in SE, comes up with main thoughts in solving those problems through project management theories. Then it discusses three aspects in SE: organization management and optimization, information system construction and reformation on management mechanism based on Integrated Product Development (IPD).As regard organization management and optimization, this paper analyzes deeply the management status quo and problems, and through a great deal of literature research, combining with the actual situation in SE, applying the theories of project management and IPD thought, puts forward a scheme that SE designs a project matrix organization in which IPD plays a key part.With respect to information system construction, after an analysis about the actuality of the management information system in SE, according to the real demand of SE for management based on information, this paper presents a plan of information system construction with SE characteristics. This plan does not only embody the characteristics of military equipment institutions, but also promotes the reformation of the management mechanism in SE with an IPD thought.In the aspect of reformation on management mechanism based on IPD, this paper introduces IPD thought, and, by the research based on IPD on product R&D management in SE, explains how to utilize IPD idea, framework and critical factors to construct highly efficient product R&D management system scheme, brings forth a solution to enterprise product R&D management system, with emphasis on the research on three aspects: structural procedure, trans-sector group and operational stratal asynchronous development and co-using modules.This paper makes some exploring efforts in the field of the theoretic research on the electronic * equipment project management in SE, and offers a new idea for management mechanism reformation in other domestic military institutions.
