Enhance the quality of farmers, promote the comprehensive development of them not only are the powerful guarantee of promoting the building of new socialist countryside, are the intelligence base of improving the utilization rate and the conversion rate of scientific and technological achievements and achieving sustainable agricultural development, but also the inevitable demand of promoting farmers to increase income, making overall planning for urban and rural economic and social development, building harmonious society, and are the source of strength of enhancing the competitiveness of agriculture in the market. It has important practical significance to understand and discuss the quality of farmers deeply.This paper raises the〝new farmers〞concept, and puts the〝new quality of the farmers〞into the practice of building a new socialist countryside. Builds farmers′quality structure that tallies with Chinese social development direction. It analyzes the structure, the current situation of new farmers′quality, and the influence factor of enhancing the new farmers′quality. Then it explores new ways of enhancing the quality of the new farmers.The first part is an introduction, expounding the research status and significance of the article, put forward the〝new farmers〞,〝new quality of the farmers〞concept.The second part analyzes the structure and the status quo of new socialist farmers. Inspects the physical quality of farmers through series of data in six indicators, such as the security conditions, the average life expectancy, etc. The overall situation of it below the level of urban residents and its inter-regional difference is large. Although it has improved a bit in the new era, it is far from meeting the requirements of social development. Although farmers′moral and cultural quality has made a certain progress, it is not synchronized with the speed of economic and social development. Farmers′social psychology quality is rational and mature day by day, but generally speaking, there is a lot of factors that not conducive to the process of agricultural modernization, such as ideal vision and values, and so on. The subject role of the farmers in building new rural areas has not been fully brought into play. It is at a low level in getting a job and starting an undertaking.The third part analyzes the influence factor of enhancing the new farmers′quality. The weak foundation of education in rural areas, the neglect of government and society on the issue of farmer's education is the direct cause. Lack of legal rights and interests of farmers, especially the long-term loss of citizenship rights and interests of the land, the right to enjoy public goods, social security, and the right to organize freely are the indirect factors that affect farmers improving their quality.In the fourth part, the way of improving the new farmers′quality is discussed. The key is to ensure the civil rights of farmers, and on this basis, to strengthen ideological and political education, to improve political participation, to protect farmers′right to enjoy public goods and to adjust the relations of land interests.
