With the speeding up of economic globalization, it comes the era of competition for elites. The key for an enterprise to develop healthily and permanently is how to enhance its competitiveness by effective incentive method to its staff. The essay analyzed the human resource status of Zhuzhou tobacco monopolistic bureau(company), studied the current motivation policy of the company, it not only pointed out the success and shortfall of the past in this area, but also the way to improve the existing motivation policy of the company.It emphasized differences between every single person, joint awards and performance closely by the tool of one's target and achievement, it also kept an eye on the equitableness to all people involved. In the meanwhile, the management strategy and reality of a company should be considered when designing an efficient motivation policy, thus, a kind of enterprise culture based on ability and performance is produced in the essay, that is, to set up an organizational style of learning, recruiting and selecting new staff by competition, which was also used in promoting system, and to build up flexible salary and welfare system based on a person's ability.
