In modern enterprises, Staff’s Happiness Index has been used more and more in the field of management. How to improve staff’s happiness index has become an important topic of human resources management. In the factors that influence the staff’s happiness index, Salary welfare, as the most direct and most important factor, the mechanism design’s reasonable or not is directly relates to the staff’s happiness index level.This article take the Shaoyang Tobacco Monopoly Bureau as an example, through the e employee interview, questionnaire, information disclosure, corporate website, internal documents and other data sources to get research data. Using the statistical and case study methods, this article has found that Shaoyang tobacco Monopoly Bureau’s staff’s happiness index is low in the scientifion and fairness of salary design, staff’s happiness index is not high. Then, this study is to explore the problems of Shaoyang Tobacco Monopoly Bureau’s salary management, and find the main factors that effect staff’s happiness index, then, from the multiple dimensions of staff’s happiness index to design the Salary welfare management mechanism. At the same time, some measures are suggested and the expected effect of the compensation system is also evaluated, attempts to improve the staff’s happiness index, and provide a little reference to the maximum efficiency of human resources.
