This paper is made of four parts. Aimed at the partial tendency among the current research, this paper systematically analyzes the opportunities and challenges of TD-SCDMA in different angles within the intellectual property strategic system. Meanwhile, suggestions with respect to IP strategy of TD-SCDMA are provided to offer decision support for the development of TD-SCDMA industry on basis of learning from the IP strategy of other two standards including WCDMA and CDMA2000.Part one summarizes the conception of 3G technology standard. 3G was firstly mentioned by ITU(International Telecom Union) in 1985 indicating the third generation of mobile communication. Since the birth of mobile, the first generation of analog system mobile has transferred to the second generation of digital mobiles like GSM, TDMA and son. 3G promoted by telecom operators and terminal product manufactures is the new generation of mobile communication system combined with wireless communication and internet and other multi-media. Currently, there are three kinds of 3G technology including TD-SCDMA, WCDMA and CDMA2000.Part two lists the opportunities and challenges encountered by TD-SCDMA. TD-SCDMA is the first international standard of whose intellectual property owned by China in the communication area and receives worldwide attention thereby global 3G depends on China and Chinese 3G depends on TD-SCDMA. TD-SCDMA technology provides fantastic opportunity for China's economic booming from a big telecom country to a powerful telecom country, however, TD-SCDMA also faced all kinds of challenges: the government gives limited support; the TD-SCDMA is deficit in technology by demonstrating that big difficulty for customer to net transference and market risk exists; the operation of TD-SCDMA is in overpressure with a certain industry chain risk by reason of the incompletion of the whole industry chain; lack in awareness of patent protection.Part three details IP strategies of WCDMA and CDMA2000. WCDMA and CDMA2000 had been commercialized. WCDMA-oriented Nokia and Siemens companies take advantage of patent licensing strategy, establishment of patent pool and patent litigation strategy to advance the development of WCDMA industry; CDMA2000-oriented companies constantly alter the IP strategy to enhance the advancement of CDMA2000 industry in line with the demand of market economy.Part four expresses the suggestions concerning the TD-SCDMA IP strategy in our country. The writer here will provide suggestions concerning the TD-SCDMA IP strategy in angles of government-oriented, patent information, industry advancement, alliance construction and patent protection.
