Factor Mobility: To Crack The "three Rural Issues And The New Perspective Of Building A New Socialist Countryside

Our country is in the historical period of economic structure reform, so our attitude towards the issues of rural areas, agriculture and farmers can't stay in the level of economy, but to be risen to the height of politics. The issues of rural areas, agriculture and farmers are not easy economic issues, but an important political problem. The essential reason that the issues of rural areas, agriculture and farmers exist for a long time is the inflow of the element resources between the urban and the rural area, in other words, the element resources flow from the rural area into the urban area. The inflow of the element resources such as the labor force element and capital element between the urban and the rural area results in the lack of elements in the rural area, which ultimately leads a decline of the developing ability of the system of rural areas, agriculture and farmers and can not achieve self-development. From the perspective of element flow, we think that the final solution of the issues of rural areas, agriculture and farmers and constructing the socialism new rural area require the government to make some system arrangement in the favor of the rural areas, based on the flow of the element resources. Among the others, developing a high-quality and high-capability construction main force is especially important.
