Social insurance is an important part of social security.The smooth transfer of social security relationship is related to the personal interests of the insured and the sustainable development of social security.With the increasing rate of social security participation,the continuous emergence of social security transfer policies and the growing mobility of labors,the demand for migrant workers' social insurance in different places is becoming more and more intense,and the contradictions are becoming prominent increasingly.To the subject characteristics,the business process of the off-site transfer of social security holders of Binzhou,Shandong province was studied detailedly by literature research,survey research,questionnaires combined with experience summary method,and other research methods.For the sake of systematicness,clarity and simplicity,the combination of text and pictures,theory and cases were used to display the problems in the paper.Through the study,the problems in the transfer of social security in different places were mainly discussed in four aspects: the ununified policy,and imbalanced rights and interests;the low information level and repeated participation;the low participation rate of staff and transfer rate;the asymmetry information and the low transfer efficiency.Based on the phenomenon,the possible causes were mainly analyzed and summarized in four aspects: imperfect policy;limited planning and systematization;low level of information and inefficient use of social security card;insufficient awareness of workers and limited ability of enterprises.Based on the above analyses,some proposals were put forward.First of all,legislating scientifically,improving policies and improving the overall level gradually;Secondly,raising the level of information,promoting the using of social security card;Thirdly,widely publicizing to raise workers' awareness of social security;Fourthly,exploring new ideas and improving service;Finally,innovative ways and means to learn from the banking model.In the part of countermeasures,the new solutions were put forward creatively,named innovative ways and means,which learned from the banking model.In the respect of business management,it can take in and draw on the experience of bank's savings model that social security card can serve as the carrier for social security card payment and relocation;In the respect of service,it can refer to the bank's credit card installment telephone application process that the social security can transfer remotely through the social security hotline 12333.Hope that through the study of this article,we can clearly demonstrate the details of the transfer of social security and objectively demonstrate its influencing factors.We also hope that through the analysis of the causes and the proposal of countermeasures,we can solve the existing problems for the workers in the field of social security transfer,and give practical help to business operators,thus achieve the smooth transfer of social security,promote the sustainable development of social security cause and the real realization of people-oriented,scientific development.
