The Chinese people have been having the tradition of loving their land since ancient times, which therefore leads to their longing for the property right of their houses. It is much stronger than that of people of others countries. As the problem emerging that there is a lack of houses in urban areas, it follows a phenomenon that all the people in China want to purchase their own house, which is of Chinese characteristic, and thus the problem that housing price is surging to such a high level that it is difficult for those low-and-medium income families to buy their own houses. So people have reached a consensus that they need to solve the housing problem of those families. However, because of Chinese people's longing for their housing property right, the housing security measure in the past seems to be unrealistic. Neglecting the role that low-rent houses can play, it let affordable houses solve all the housing security problems. This will definitely have its limitations when the income of most households is not high.Housing security system is actually a public product the government provides to the residents. Its usage is to realize a redistribution of the social wealth to make the achievements of economic development available to people with low-or-medium income and thus realize an impartial distribution and stable society. Housing security should focus on low-rent houses as its core to provide houses to those low-income people in urban and suburban areas. Low-rent houses encourage those low-income people to rent the houses for a relatively long time by paying a very low rent, thus effectively leading these families to the commercial houses market. In the long run, this will doubtlessly gradually change the traditional housing consumption mode of Chinese people, reducing the phenomena of blindly vying with those who are better-off than oneself and excessively consumption. In the end, a layout of housing market which is in accordance with our national condition will be formed, that is "we advocate renting and purchasing at the same time with renting as the major part." Actually, low-rent houses can ensure that residents enjoy their housing right through having their proper houses to live in instead of having the property right of the houses they live in.The Communist Party and the government always attach great importance to providing low-rent houses to those low-and-medium income families. However, the implementation of low-rent housing policy is not satisfactory. The scale of the construction of low-rent houses in many cities falls far behind the development of those cities. As China's urbanization process is accelerating and its social security system is improving, it becomes more and more important to set up and make better the low-rent housing system, which conforms to international practices and is significant for a big country like China with large population and limited resources.As a hot topic and new exploration in the field of public decision-making, China is actively carrying out new trials concerning the ideas, arrangement, and design of its low-rent housing policy. Meanwhile, it is in desperate need of theoretical studies to conclude and analyze its practices, and thus better instruct its future practices. Through conducting a comparison of the application of low-rent housing system in developed countries or regions, studying the low-rent housing system in some Chinese cities, especially elaborating on the situation in Shanghai, this thesis has concluded that the reform to commercialize houses will not change the property of houses as public product. We should rebuild a multi-level housing security system with low-rent houses as its core. Low-rent housing system set up by the government is a supplementation and correction of market housing mechanism. Different housing supply policies should be promoted to different groups of residents to solve their demand for housing. Housing security should be multi-level and have multi means to realize. A mature real estate market is supported by mature marketization and low-rent housing security system on the basis of separating market and security effectively. The setting up and completion of low-rent housing system will further adjust social interest and ensure social justice, which will no doubt enhance the force of housing security system and benefit the building up of a harmonious society. In general, low-rent housing system is a proper choice to ensure people's housing right.
