Housing is special goods with both attributes of commodity and indemnificatory. It is not only relation to the security of basic survival of one person, but also to the optimum and stable running of the whole society. Maintaining basic habitation rights of low-income families is not only an important mission of government for improving the housing security system , but also the most condition to construction the harmonious society with scientific concept of development. Urban low-rent housing system is an important way of offering low-rent houses for those poverty-stricken families in order to maintaining social equity and keeping a harmonious society, which of successful experience used by many developed countries. The level of urban low-rent housing system is of important significance either to development of economics or to stability of political and society. Urban low-rent housing system has just started in our country, so that the process of practice met lots of resistance. And relevant theories are not perfect and mature for practice till now. However, developing low-rent housing security system under the background of socialist market economy system in our country will confronted with more and more special issues constantly. Consequently, there remains a lot of theoretical and practical issues need to be further studied.Combining with theoretical analysis and empirical analysis methods, this paper just tries to do some research on the urban system of low-rent housing. First, this paper summarizes related theories. Second, this paper analyzes several typical patterns of low-rent housing. Third, this paper reviews the process of low-rent housing policy. Four, this paper analyzes the present practice of low-rent housing system in pro and con. Five, this paper describes the long-time trend and a three stages developing pattern, combined with related concepts and theories. It also makes sense to make staggered measures.
