The Study On The Management Optimization Of The Network Operations And Maintenance Of China Mobile Communications Corporation, Hunan Branch.(HNMCC)

With the reform of the telecom industry in China, the competition pattern and operation mode of the telecom industry is also changing. In the era of rapid development of mobile Internet, reform the mode of network operation and maintenance management, strengthen centralized management, restructuring operation process, improve the quality of network and service, reduce business operating costs, improve operation efficiency, has become the key point of network operation and maintenance management reform of Hunan Mobile company.At first, I analyzes the domestic and foreign operation and maintenance management trends in the paper, then based on the two hot issues in domestic and foreign telecom operators attention-- Centralized Management(abbr. CM) and Business Process Reengineering(abbr. BRP), using a medthod with combination of quantitative and qualitative research, focusing on the five aspects of organizational structure, management mode, business process, evaluation mechanism, team management, a detailed analysis of network operation and maintenance management mode and business process operation in the presence of various problems and shortcomings. Next, advanced methods and experiences from the domestic and foreign telecom enterprises, the network operation and maintenance management system of Hunan Mobile company were fully optimized, including: established to the new situation and interface of the network operation and maintenance management mechanism; the combination mode of centralization and localization management system is established; using BPR theory for the working methods to reengineer the network operation and maintenance process; established a new appraisal management system which is implementing the responsibility. At last, the feasible and effective measures are put forward and the effect of the implementation is simply evaluated.This paper combines the network operation and maintenance management mode is facing environment and innovation change. With the optimization of the network operation and maintenance management system, it reduced levels of management, enhanced the efficiency of maintenance, improved the requirements for market and customer response speed, standarded the business process,comprehensively assessed the main body of the responsibility. Through the optimization of Hunan Mobile network operation and maintenance management mode and process, it will effectively improve the quality of the network operation and maintenance, and enhance the core competitiveness of enterprises. It will consolidate industry competition advantage lay on a solid foundation of Hunan Mobile company.
