After the telecom industry has been regenerated for ten more years, the telecom industry of China has made profound diversification. The speed of development had far exceeded the speed of GDP. With the together promotion of market competition and technology advances, the growth rapid of value-added service (VAS) revenue is greatly exceeding the increasing speed of the basic voice service revenue. The value-added service (VAS) is taking on the tremendous foreground, with the proportion of whole revenue increasing. According to our country's promise to WTO, the value-added service (VAS) will be opened first. In face of the ARPU descending, the rate of removing telephone ascending , the service of connection devaluating and piping continually, looking for new growth point is a key for the fixed network carriers. Value-added service (VAS) is paid more and more attention by government, telecom operations and business circles. With the transition of Internet access from narrowband to broadband, connection service of broadband is the final position of the fixed network carriers own, and how to construct perfect operation modes of broadband application becomes a focus for telecom operations and SP. In order to make a perfect development, how to catch hold of this chance has become the best important task for SP.Connected with the development of the value-added service (VAS) of telecommunication, we divide the whole content by the logic clue of providing, analyzing and solving problem. And also we discuss the character of the value-added service (VAS) market and the industrial chain of the value-added service provider. In this thesis, we use so many theories to analyze the problem and phenomenon above, such as Porter's model, VRIO analysis, value chain analysis, game theory and so on. We expound the need resource and power for the progress development of SP. Under the basis of analysis and research, we promote development strategy that it has manipulation for the value-added broadband service provider. This article proposes several business development strategies: construct business model of "connection + application", establish the compactness cooperation alliance with telecom operations, bring into effect the integration strategy of the core competitiveness, actualize the differential strategy of products and services , focus on fulfilling the value difference, efficiency difference and reactivity difference of Small Medium Enterprise(SME) information, implement the continuance innovation of network applications, trains and techno-supports for locking telecom operations and buyer, put in practice the strategiccompetition-collaboration.Under the basis of a lot of results that come from other's research, this articlepromotes some suggestion of business development strategy to the participants of thetelecom VAS market. It still discusses the development and gives the help to themanagers for the telecom industry.
