Under the accelerated process of urbanization, the development zone is playing a more and more important role in social and economic development. However, extensive use of the land in the development zones become Widespread. The land problem has already become an essential and key puzzle Dom during the construction of development zones. So, studying on land use competence, exploring land use potential, looking for rational way of land management and utilization in the zones is not only a necessary requirement to intensive use of the land, but also is a necessary requirement to construct in all aspects a well-to-do society and build a harmonious society.Based on the combining research and practice of land-use at home and abroad, to Hi-Tech industries development zone in Yanliang, Xi'an as an example, the paper will evaluate parcel land as the basic units, divide land intensive utilization and potentiality of the zones into the expand potential, the structural potential, the intensity potential and the manage potential, and assess the potential under the combination of limited-assessment method and function - assessment method .In order to resolve the problem of a lot of data during the course of exploring land use potential, the paper set up information database about researching on the potential of land consolidation of development zones with GeoMedia Professional, getting an algorithm about data processing. At the same time, the information databases implement the consistency of spatial data and attribute data, in order to the development zone manage the land timely and dynamically.
