The employment problem relates the general situation of reform development and stability, relates the enhancement of the people's living standard, relates long-term peace and administration of the country, it is not only the significant economic problem, but also is the significant political issue. The labor force resources of the China accounts for the world total quantity above 1/4, but the capital resources (refers to domestic investment) only accounts for the world total quantity 4% insufficiently. It is the most important task for the Chinese economical development how to creat employment opportunity for the labor force occupise the world total quanlity 1/4, after solved the question of several hundred million population eating meals. Since the reform and open policy, our government obtaines the significant achievement in promoting employment, but for the long-term historical factor and the realistic factor, the employment problem is still the main problem that hinder the Chinese social and economical development.In the current situation that employment pressure is high, the constitutive contradiction is incisive, the regular employment post is insufficient, promoting the development of flexible employment is the important way to solve the employment question. In our country, flexible employment has characteristics the threshold of employment is low, contain is big, the mechanism is flexible, and onset and retreat conveniencely, adaptes the development of multi-forms and the multi-levels' economy, has the ability to absorpt the huge employment, more and more becomes the important channel absorpting increasing labor force, the main channel the unemployed get employed and one kind of choice the the university students get employed. Flexible employment not only may expand the employment avenue, alleviate the employment pressure, but also can increase the labor market elasticity, it is advantageous to scientific management for the enterprises, supports the adjustment of the economical structure, promots economical development, maintains the social stability. This article bases on national condition, from elaborating basic situation of flexible employment in our country, carries comprehensive analysis on the problem in its developing process, on this foundation, unifies the foreign advanced experience, proposes the policies and measures promoting flexible employment.This article includes five chapters: the first chapter through analyse our country's current employment situation, elaborates research background and significance of the selected topic, introduces research basis and the methods. The second chapter carries on the summary of representative academic achievement in domestic flexible employment theories and the policy summaries, after that carries on the limits and the analysis to flexible employment's definition, dominant types, the essential features, and then indicates the development space in our country. The third chapter introduces the evolution and the development of our country's employment pattern, analyses the reasons about our country's flexible employment's production, and carries on the explanation to the flexible employment person's basic situation.The fourth chapter elaborates the problems occur with the development of flexible employment in our country. The last chapter analyses the foreign positive policies on promoting flexible employment, and then provides the policies and measures to promote our country's flexible employment development.
