Study On Plights And Policies Of Government's Obligation In Middle-Low Flexible Employment

The middle-low flexible employment is the important part of the flexible employment, this research is trying to stratum of the flexible employment. We think that the middle-low flexible employment is less privileged, they should be paid more attention to by government. We define what is the middle-low flexible employment, unemployment of the city and peasant workers are mostly part. They should be protected especially by government because occupation is the most safeguard of survive and development.In this paper, we hope know about the problems of promotion of development of the middle-low flexible employment by analyzing the status quo and we will bring some measures to deal with the problems. First, we put forward the definition of the middle-low flexible employment, including unemployment and peasant workers, we analyze the problem of them; secondly, in the foundation of analyzing the status quo, we analyze the microcosmic factor of influencing occupation-choice by regression, the research outcome show that age, education level , job area , working hours, revenues are important factor. The vulnerable character make them survival in the occupation choice, it differs with western developed countries. Thirdly, we find some plights and problems in occupation progress of them.Finally, we put forward some measures and policies to deal with them, we hope the research will give some help and guidance for government.
