Landless Peasants In The Urbanization Process In China Remain Placed Research

The existence and development of land-lost peasants resulting from industrialization and urbanization has become a social focus in recent years. Since the early trial in 1980s, the land usufruct returning method of land-lost peasants has been widely carried out in cities with rapid economic development and sharp land demand conflict in mid-eastern China. The land usufruct returning mode could make up the deficiency of the expenses of the land expropriation and guarantee the basic living conditions of the land-lost peasants, which reflect fair equity allocation. However, along with the benignity effect that has been caused, it also aroused great dispute. During the implement, it faces the problems such as limited range, the planning and construction of the returning land, the land right of the returning land, the urbanization of land-lost peasants and the standardization of the structure and operation of collective economic organization.Based on the practice of the"land usufruct returning"mode that was carried out in three different region in China, the cause, feature and defect of the"land usufruct returning"were analyzed, and the way which address both the symptoms and root causes of solving the problems of land-lost peasants was put forward. In the long term, the development mode of industrialization and urbanization of China has to be adjusted and other relevant policies have to be provided to increase the cities'capacity to absorbing the land-lost peasants. Therefore, the self-defuse of the problems of land-lost peasants resulting from the development of the cities could be realized. In the short term, the Land Expropriation System has to be reconstructed and the policy of the"land usufruct returning"of land-lost peasants has to be rectified to protect the legal rights of the land-lost peasants and relieve the current sharp contradictory. The main chapters are as follows,The first chapter is the introduction, which introduces the topic selection of the thesis, research background, methodology and thesis structure.The second chapter is about the relevant concepts and theoretical foundation of the land usufruct returning of land-lost peasants, which mainly introduces several concepts relevant to land-lost peasants and the theoretical foundation of the land usufruct returning in China.The third chapter introduces the exploration and practice of the land usufruct returning of the land-lost peasants. Three successful cases of different economy levels were selected and analyzed empirically.The fourth chapter states the practice of the land usufruct returning of the land-lost peasants and the problems along with it. The main problems of the land usufruct returning of land-lost peasants were proposed for land capital into perspective, the reason of which were analyzed deeply. Apply the land-lost peasants stay to enjoy the land rent and capital share of the proceeds of the rights, protecting the rights of land-lost peasants.The fifth chapter is the suggestion of completion about the land usufruct returning policy of the land-lost peasants. By combining with the current state of the land usufruct returning of the land-lost peasants, this chapter focused on the main problems and reasons in the land usufruct returning of the land-lost peasants in China, presents the suggestion about the completion of the land usufruct returning policy of the land-lost peasants.
