With the development of E-commerce, More and more people choose online shopping because of it convenient. Professional advisory services in 2007 the data showed China's third-party online payment transactions amounted to more than 100 billion. Judging from the data, the on-line payment has broad prospects for development, benefit from this, E-commerce seems to be a bright future. However, on-line payment security issues can not be ignored is the development of constraints in this area. Data indicate that by the e-banking theft, 68.1 percent of Internet users very concerned about the security of the network to pay, this also means that, if not safe enough, people will not take a chance on on-line payment. Analyzing from the viewpoint of market, e-business is one of the typical types of business practice arising with the development of modern market economy. Its development potential is infinite, while it is not mature enough and needs to be improved. It is safe saying the development direction of e-business will depend on the market. And there is also no denying that government should play an important role because of public interest and some insurmountable intrinsic shortcomings of market. This thesis in the first place analyses in depth the safety problems of network payment as well as the causes. This thesis argues that network payment appearances a new digital information technology, while the reasons of its safety problems are various. At present, the infrastructure and technology of China's network, security awareness of the public, competency of the professional, management of network payment, social accountability mechanism and the legal environment of network payment are not so suitable for network payment, causing the safety problems' keeping arising. Based on the analysis above, this thesis particularly discussed the role government should pay in protecting network payment security. This thesis argues that first of all, government should take its responsibility in network infrastructure construction as well as research and promotion of information security technology. Secondly, government should emphasize on constructing a safe intangible network payment infrastructure such as management of certification authority, training of e-business professional, information security and financial risk education of public and the establishment of social credit system. Last but not least, government should play its role in improving laws and regulations related to network payment, because the mature supervision system of law is the best protection for network payment.
