Since the middle of the last century, the industrial structure of the major developed countries has been adjusted. The industrial structure was gradually changed from the "industrial-based economy" to the "service economy", and the economic center of gravity has shift to the service sector. The deepening of China’s reform and opening up, promoted the services sector has also been a lot of development, during the32years from1979to2010, the average growth rate of China’s service industry is more than10%, and the automotive industry supporting logistics annually development to nearly the speed of25%, which is much higher than the growth rate of GDP for the same period. Chongqing automobile manufacturers supporting professional logistics industry in its infancy stage, but has been considered as the third-party source of profit in manufacturing sector (especially the car manufacturing company which need for wide geographical variety, high frequency logistics system security scale). It is the key to establish core competitiveness and create comparative advantages.The business philosophies of these enterprises are relatively backward, lack of integration of resources, and single function; and have the slow market response and other issues. All of those are difficult to meet the requirements of the development of the industry; especially the lack of specialized personnel has seriously hampered the development of these enterprises. Chongqing automobile manufacturers is in the new stage from the early period to accelerate the development of industrialization of the late stages, and is building a new national manufacturing base, but the development of the third-party professional logistics companies in Chongqing area is lagging behind compared to the domestic advanced regions, so the potential to accelerate the development of third-party logistics enterprises in inevitable. As Chongqing region’s heavy industry foundation is good, and the local automotive industry has wide scale and rapid development, so it’s supporting third-party logistics enterprise’s level requirements (MRT and lean) is absolutely higher.Author is trying to carry out research on automobile manufacturing’s supporting logistics enterprises’human resources development and management in Chongqing region from the point of view of the development of human resources, combined with the actual situation of Chongqing region industry. From this perspective, we study the characteristics of the services industry, to explore the development model of the automobile manufacturing of supporting logistics enterprises’ human resources, in order to the establish a suitable human resources development path for automobile manufacturing in Chongqing region supporting logistics enterprises, and guide the development practices of human resources of the regional logistics enterprises in Chongqing. This article focuses on the analysis of the current industry status of human resources management, pointed out the main problems, external professional talent supply bottlenecks, human qualities and configuration issues, performance evaluation and incentive issues, training and development issues, human departmental functions implemented etc.; respectively, combined with current industry trends and reality and do the various parts of the implementation of the strategic analysis. Finally, it conclusion like this:the first needs is to establish a strategic human resource planning; followed by the establishment of the scientific system of human functions; at last propose the focus direction needs complete and specific measures.
