Based On Resource-saving Society Construction In Qingdao City Of The Ipat Model

To build a resource-saving and environment-friendly society was taken as one of the leading duties during the economic and social development and reform and opening up in the Eleventh five-year plan,the Fifth Plenary Session of the 16th Central Committee of the CPC pointed.Building a resource-saving society was paid more attention to in the industrialization and modernization development strategy,the 17th National Congress of the CPC points out.At present,Qingdao is now faced with the contradiction between the relatively limited environment capacity and economic growth.It is not only the objective need of economic development to build the resource-saving society,but also of great significance for Qingdao to achieve the well-off goal and build a harmonious society.In this paper,Qingdao city is the research object.Some problems about building the resource-saving society are studied on the basis of IPAT model.First of all,in compliance with the requirements of the scientific concept of development,the relationship between IPAT model and the building of resource-saving society is analyzed on the basis of the sustainable development and recycle economy theory.And the relation among resources, environment and economic development is understood.Secondly,the factor contribution model for resource consumption is derived from IPAT model.The water consumption of Qingdao city is taken as an example.The factor contribution of water consumption in Qingdao city from 1992 to 2006 is analyzed.And the total amount of water used in the economic development is forecasted in Qingdao.The result shows that the economic growth plays a leading role in the water consumption in 15 years,followed by the technological progress and finally the population growth.When GDP increases 13% annually and the water consumption per GDP reduces 5%annually,the water consumption increases gradually and the intensity of resource consumption decreases smoothly.That can make the building of resource-saving society in Qingdao go further. The economy will develop sustainably,quickly and healthily.Finally,according to the present situation,some suggestions about the construction of resource-saving society are furnished.
