In this paper, the performance appraisal on the middle managers in CCDC were studied, which includes both theory and methods of performance assessment. Based on the analyzing of the domestic and international development status and development trends of performance appraisal, aiming at the actual situation of the company, the current situation of human resource management and the performance appraisal problems are analyzed on the domestic and international performance management theory, and the quantitative assessment and qualitative evaluation of performance appraisal system of middle managers is established by Key Performance Indicators (KPI), Balanced Scorecard Cards (BSC), Management By Objectives (MBO) and 360°assessment, etc. The choices and weight distribution of performance appraisal indicators, design of performance contact, the feedback and guideline of performance, the application of assessment results and measures are discussed in detail.Performance management is an important aspect of enterprise management because it is the core of source of a modern enterprise restriction mechanism and incentive mechanism and it is the soul of corporate human resources. Performance appraisal is a part of the human resources management system, which is an important basis for the institutional assessment and objectivity evaluation and provides an objective basis for personnel decision-making. Efficient use of examination results can mobilize staff's enthusiasm and creativity, discharge staff's potential, enhance the ability of the company's value creation and continuously achieve the company's strategic objectives. Performance management makes powers and responsibilities clear, job duties put in place and management clear by the way of management at different levels and stratification assessment.Middle managers performance appraisal system, established in scientific incentive and restraint mechanisms, is to further enhance the management level of CCDC, improve human resources management system, promote the strategy execution and core competence and ensure the realization of strategic objectives of the company.
