National Rural Poverty, Vulnerability Analysis, And Its Governance

Poverty is an old topic. With the 30 years of the policy of reform and opening up, China's of helping the poor made great achievements. However, there is still a large number of poor people the minority areas in the western rural areas. National Economic and Social Development, "11th Five-Year" Plan pointed that it should give priority to poor ethnic minority poverty, support national economic and social development of less of the population and push forward the border enriching action. Easing and elimination of poverty, which is related to the achievement of the principle of common prosperity, social justice, the stability and sustained economic development, the common prosperity of all nationalities and all-round well-off society in the great cause.This thesis using the theory of knowledge of Ethnic economics, Development economics, Regional economics, Ethnology, Sociology, Religion, Psychology and related subjects, combines with my practice in the areas of social research which got the first-hand information and experience, uses a combination of methods of qualitative analysis and quantitative analysis, analyzes rural poverty in ethnic regions from the point of view of the vulnerability. The Introduction introduces the background of the topic, including domestic and abroad comment on the vulnerability of the poor, points that the research on poverty in rural areas of the nation's vulnerability has important practical and theoretical significance. Chapter I starts with the characteristics of the rural poor in our country at this stage , outlines the vulnerability of the rural poor in minority areas having the following characteristics, namely, the extent of deep poverty, high political sensitivity, non-economic factors and significantly lower than less prominent national poverty, and vulnerability to poverty, the system should include economic, social, ecological three subsystems, that is a result of economic conditions on the development of inadequate, the loss of rights in society, ecologically unsustainable due to the basic production , the shortage of means of subsistence, as well as inefficient use of the resulting poor people can hardly go beyond the poverty, the further development of the state of disruption. Chapter II from the economic systems, social systems and ecosystems in rural ethnic minority areas to explore the reasons for the vulnerability. On this basis, the third chapter that the vulnerability of the rural poor will have a possible long-term, stable and socially divisive trends, from the national security and stability, ethnic unity and progress, and cultural integration, individual psychological and environmental sustainable development perspective on demand vulnerability management. Chapter IV describes the vulnerability of the poor management of domestic and international success stories, and initial treatment to determine the objectives, principles and priorities, and finally put forward vulnerability management measures to prevent and governance including the adjustment mode, multi-angle selection of projects to foster the economic concept of "upstream interventions", such as innovative ways to help the poor.
