Employment Issues In The Northeast Old Industrial Areas In The Transformation Process

With the economic restructuring, the economic system transformation and the reform of state-owned enterprises, the employment structure and situation of Northeast China Region has changed dramatically: Due to the higher proportion of state-owned large and medium-sized enterprises, the recessive unemployment tends to domination, the progress on reform is slackening , the enterprise management is poor, and the structural unemployment becomes more serious, which makes the employment situation of Northeast Region more harsh. Liaoning Province , as the northeast traditional industry base deeply affected by the planned economy, of which its employment problem is representative to some degree. We should analyze the employment situation of Liaoning Province at this stage and make proposal to the enduring effect system for solving the provience's problems of employment in the future., which is of profound theoretical and practical significance to coordinate the urban and rural social development of Liaoning Provience , and to the sustained development of the whole Chinese economy and society.Now,The employment of Liaoning Province possesses not only the common characteristics comprising the nationwide employment jam but also the particularities as an old industrial base in Liaoning area.In the article, consulting the statistical data about the whole nation and Liaoning Province over the years, I employed qualitative analysis in conjunction with quantitative analysis method to analyze the overall employment conditions in Liaoning Province according to following aspects: employment elasticity, the employment structure, and so on. At the same time, I analyzed the factors that affect the employment in Liaoning Provience, contraposed which I had proposed the concrete remedial measures to resolve the employment difficulties in Liaoning Province. The research emphasis of this paper will be focused on investigating how to counteract the restraints in the economic transition process of Liaoning Province to increase its employment opportunities through deliberating the current employment situation.
