As the foundation of the national economy and the major energy sector,the power industry is also one of the major high-energy consumption industries in our country,and plays a particularly essential role in our work of resources conservation.The future development of the power industry must take the path of a harmonious relationship with resources;initiatively undertake responsibility of supporting the economic and social development,promoting an energy-efficient and environment-friendly society.Break through in saving energy and reducing consumption,especially in saving power,thus make a positive contribution to the goal of slashing energy consumption per unit of domestic gross product by 20 percent during the Eleventh Five-Year.In addition,rapid economic development has brought sustainable growth in electricity demand which,in recent years, grows at a higher rate than that of economy,the driving force of electricity consumption is the heavily mechanized structure of economy,which brings about the rapid growth of the industrial use of electricity;furthermore,the proportion of household consumption is increasing year by year with the improvement of housing and their living standards;the load of air condition increases rapidly, not only presented as the increase in electricity consumption,but also brought the issue of seasonal peak.Under the current environment of scarce energy resources,our power industry needs to achieve a sustainable development in order to ensure a stable and efficient development of it.Based on the statistics analysis and empirical study,this essay makes use of the statistical change of national electric power consumption from 1986 to 2006,and reveals its relationship with economy development;shows the proportion of electric power consumption of different industries in the whole society from the structural changes of electric power consumption in the first,second, tertiary industries,and rural & urban residents from 1986 to 2005;starting from the power consumption of 31 provinces(autonomous regions and municipalities),GDP,and population, investigate the relationship between the regional differentia of power consumption and per-capita GDP,which shows that the development of power consumption has close relationship with economy. Then set up a spatial demand model of power consumption on these three cross-section data. Through the comparison of power consumption in different provinces(autonomous regions and municipalities),we find power industry in our country has regional differentia;nationally,analyses the environmental effect of the development of our power industry,tightly connecting economy, power development and pollutant discharge.From the above analysis,we have following conclusions: (1)In the past 20 years,our power industry has developed very fast;the increase of electric power consumption is closely linked to social economy development.With the vast growth of national economy,power consumption increases simultaneously,and there is a positive correlation between per capita GDP and per capita electric power consumption.Meanwhile,it is pretty obvious that the unbalance of regional economy development leads to the different power consumption.In some provinces with high degree of economic development,they have high urbanization level and people's living standard,which leads to the rapid growth of power consumption.(2) The rapid economic development provides impetus to power consumption,which is for the reason that in the process of economic development,power consumption of industry,transport and part of the tertiary industry increase quickly.Commonly,the consumption of these industries plays a relatively large proportion in the total electricity consumption to drive the power consumption. According to the electric power consumption in these four industries,from 1986 to 2005,the consumption of the first industry does not change very much,little increase is revealed in rural & urban residents and tertiary industry,while,the most power consumption goes to the second industry, and the annual growth rate of which is relatively large.(3) The regional power demand model by 2005 statistics shows that there is a good statistical relation among total power consumption,population and per capita GDP.The consumption will be greater along with the social progress,population growth and social development.Therefore,it is necessary to adjust to the internal structure of our country's power industry and balance the consumption among east,middle and west part of our country in the opinion of our model.(4)By analyzing power generation,coal consumption,SO2 emissions and co-relationship between them,these three parts are all under an "S" curve relationship and rise in fluctuation during 1991 to 2007,which means that our power industry still in the stage of environmental pollution.There is a positive relation between power generation and coal consumption;however,an "S" curve relation between coal consumption and SO2 emissions.(5) Analysis from per capita SO2 emissions in 31 provinces(autonomous regions and municipalities),the relationship of coal consumption and SO2 emissions caused by per capita power generation in 2005,and the relation of per capita GDP and per capita SO2 emissions demonstrates that pollutant discharge in power industry still exists regional differentia,the east with developed economy,large amount of electricity consumption and population density discharges lots of SO2,the converse is in west.The innovation of this essay mainly includes:set up a regional power demand model,which shows the relationship among electric power consumption,social progress,population and social development;(2) through analyzing the relation of power consumption and industries' and regional differentia of SO2 emissions,economy,power consumption and pollutant discharge is connected.
