With the speed of economic growth and technological progress gradually accelerated,contradictions between human activities and environment turn out. Recently the problem breaks out severely, with the fog and haze.The problem stems from the industrial production, which produce a large number of pollutants. However, the emission of sulfur dioxide made by Power Industry accounts for a large part. Power Industry is chosen as example, the collect the data from this industry, analyze the relationship between the innovation of technological, industry structure and the emission of sulfur dioxide by SPSS18. The analysis course including the correlation, regression analysis between technological progress, industry structure and the emission. Then I replace the emission of sulfur dioxide by the sulfur dioxide disposal rate, do the analysis again.The data from 《China Statistical Yearbook》《China Statistical Yearbook》, date from2004to2011. The paper collects the emission and disposal amount of sulfur dioxide, establish the model with excluding the variable of Environmental Regulation, which because of the weak correlation. After the unit root test, the integration test and the Granger causality analysis, the paper got the relationship between the variables. Then the paper search for the ways to promote technological innovation and upgrade industrial structure.Base on the result of the analysis, the paper propose specific recommendations for the government.
