Non-state-owned Science and Technology Enterprises have grown rapidly along with the progress of Reform and Opening up. After the fast development of about thirty years in size and strength, they have been an important role in improving the advancement of Chinese economy, developing the high and new technology industry and providing employment opportunities. Scientific and Technological Innovation becomes the key that enterprises survive and develop, therefore, it becomes the focus of the research. This article also supports Guangdong province soft science research plan program" Co-integration Analysis of Science and Technology Innovation and economy operating efficiency of Guangdong province" (2007B070900012)Firstly, the thesis defines what is "non-state-owned Science and Technology Enterprises", then introduces its growth phrases and makes an analysis of its basic characteristic and the status of Science and Technology Innovation. Then this thesis defines Science and Technology Innovating Performance of non-state-owned Science and Technology Enterprises based of the relevant research achievement at home and abroad. The evaluation index system of Science and Technology Innovating efficiency is put forward on the base of designed principles and influencing factors. We evaluate Science and Technology Innovating efficiency of non-state-owned Science and Technology Enterprises from 1992 to 2007 by using DEA, the result shows that the innovating efficiency has increased since 1994 as a whole and they have been in a state of increasing returns to scale.Thirdly, according to a methodology for dynamic equilibrium analysis of time series and new C-D production function, by using co-integration analysis, Granger-causality test, and error correction model analysis, the dynamic equilibrium relationship between Science and Technology Innovation performance and its influencing factors in non-state-owned Science and Technology Enterprises in China from 1992 to 2007 was revealed. The results indicate that, R&D capital reserve becomes most important among all the factors, R&D capital reserve, scientists and engineers and institutional innovation play a role in Science and Technology Innovation by achieving economies of scale. This means that there is effect of time delay between expenditure for science and technology and Science and Technology Innovation performance.Finally, according to analyzed conclusions, this thesis puts forward the suggestions for improving Science and Technology Innovation performance of non-state-owned Science and Technology Enterprises in China.
