In recent year, with the reform of China's Power system have advanced, the power design industry has evolved into three parts : State-owned design institutes, private companies and foreign design companies. As a typical Knowledge-intensive industry, for design institutes, the designer is the core competitiveness of the fundamental. For private design firm, this is faced with more severe difficulties with disadvantage in hiring and keeping people. Salary and incentive are the first element of hiring people, so it is important to design and build a set of scientific and appropriate salary system and implement effective incentive mechanism for power design industry.This thesis discussed in detail the features of the staff in design industry and introduced the three types of payment system. With the actual situation of the Chi-square company, focusing on using the broadband payment theory, the model of remuneration based on market value, Maslow's hierarchy of needs theory and Herzberg two-factor theory try to design a suitable compensation system. So human resources and technical personnel have discussed and repeatedly revised, focused on solving the ' Posts and staff' this problem. In power design industry, with the characteristics of a long period and not only one phases of payment, taking full account of the relationship between health and incentives factors, considering the development status of the company, developed a set of acceptable payment system to both employers and employees. After a period of time in practice, this thesis has revised in timely, which increases the satisfaction of both sides. Today, the 'people' factor in all aspects called more attention. Of course, the human factor is complex, leading to salary and incentive problems are persistent concerns and also more difficult to control.This thesis not only have found a new payment model that can attract excellent talents, these conclusion and recommends may be values e to other colleagues, but also shared some Solutions: with people-oriented, the power design industry should master the characteristics of employees, highlighting the incentive factor in the timely fulfillment.
