All of the companies competing in the final analysis, is talent competition, human resources has been the first resource for the survival and development of enterprises. In the increasingly fierce market competition, how to rational design of the human enterprise resource planning system in order to attract and retain personnel with ability and to let them play the full available talent of the Organization has been the key to make the modern enterprise success or failure.This article is base on the actual situation of Hailiang Group Co., Ltd, to design Human resources planning system, for human resources planning to apply the theory in the practice in order to achieve theory combined with practice and hope for other enterprise to provide a reference.First of this article review the human resources management and human resources planning and development of the history of main ideological theory, and then analyzed human resource's status quo of Hailiang Group and find out the problem, combined with the thinking of human resources planning and management to improve the design ideas of Hailiang Group. Then focus on a new corporate strategy which based on process of human resources planning system designing, as well as the interrelated safeguards of new human resources planning system, and appraise and analyzed the implementary effect of new human resources planning system in the first time.In fact, the human resource planning which based on the strategic is the decomposition of the corporate strategic objectives in security and allocation of resources—human resources supply and demand (including the quantity and quality), also is a complementary planning to ensure the enterprise carry out the goals. As the human resources planning changes along with the environment constantly changes, making corporate strategic objectives more perfect, making the enterprise more ability to adapt to the environment, so as to the companies are more competitive.
