Based On Organizational Change Louxing District Agricultural Power Station Performance Management Research

As the market regularization and opening process moves on, China's electric industry meets more and more challenge. Intensifying reform of rural power supply system will remarkably improve the key competitiveness of rural power supply corporation. Currently, both the performance management level and operation status of rural power supply corporation lags behind the other modern enterprises. This paper focuses on research of development of organizational revolution based performance management system of rural power supply corporation.In this paper, the current situation of performance management is analyzed and discussed in all aspects, the organizational structure of enterprises determines the performance management model. The author analyzes the organizational structure, determines the necessity of implementation of performance management of enterprises in aspect of payment stimulation and restriction. According the specific conditions of Louxing rural power supply station, introducing the evolution history of organizational structure, the current situation of management, the problems remain, this paper researches on trend of enterprise management: implement performance management in an all-round way. Through applying BSC theory, objective examination, a KPI performance evaluation system was built in Louxing rural power supply station. With integration of human resources, 6 sub-system were performed: marketing on 10kV distribution power network, centralized management of power transmission line facilities, construction of cental power supply unit, refinement of specialized production group, reforming of payment system, promotion of performance management, carrying out the KPI performance examination and evaluation system. The functions, operation mode, and construction method of each sub-system are discussed in detail.
