Enterprise is an important component of the social body. Constructing a harmonious enterprise is the meaning of building a harmonious society, but also the requirement of enterprises'development. Presently, China's enterprises are facing increasingly fierce market competition. By the end of 2008, the financial turmoil is to enable enterprises worse. Under the pressure of internal and external environment, employees are facing with many psychological problems. In the absence of an effective way to ease the pressure, psychological problems will reduced efficiency and business performance, affecting the harmonious development of enterprises. Therefore, the concern about the psychological problems of employees has become ideological and political work of the important issues, to protect the employee's physical and mental health, the report to the 17th stated: "to strengthen and improve ideological and political work, focusing on humane care and mental persuasion and with the correct approach to interpersonal relations". This statement points the way to the harmonious development of enterprises. In order to improve the quality of life of employees, improve work efficiency, promote harmony and stability, it is necessary to promote professional, scientific and humanistic care project -- localization of Employee Assistance Programs. The Localization of Employee Assistance Program integrates the beneficial management ideas of foreign enterprises with the reality of China's enterprises. It provides a new idea for the enterprises'ideological and political work, to find a reasonable solution to solve China's employees'thought and psychological problems. The introduction of localization Employee Assistance program exemplifies ideological and political work aiming to people-oriented purpose.This drawing absorbing the research of related subjects, in close connection with the current employees of China's actual situation, is exploring for the model of localization Employee Assistance Program. The building of Employee Assistance Programs should follow the principle of hierarchy,feasibility and purposiveness. The contents of employee assistance programs should be focused on the following four areas: career planning guidance, releasing the employment pressure, carrying out psychological training and enhancing humanistic quality. And, the implementation of localization Employee Assistance Program can be organized from the five dimensions: establishing and specifying a professional services organization and staff, grasping the employee'psychological layering to create a psychological files hierarchical guidance to strengthen mental health education, healthy scientific assessment to enforce the impact assessment system. The implementation ensures the localization of Employee Assistance Programs practice smoothly and ultimately promote the harmonious development of enterprises, which really reflecting the characteristics of humanistic care of ideological and political work.
