A Military Enterprises Technological Innovation Project Management

With the deepening of reform and opening up, China's industrial has been developed rapidly. In recent years, our industry is facing serious challenges under the influence of international financial crisis. The government makes a decision to accelerate the enterprise technology transformation. In the new period, technical transformation can settle with five aspects of chronic illness:quality varieties, energy saving, environmental protection, equipments updating and safety production from industry. As special industries, military enterprises have improved technology innovation ability after the nine-five plan. This has made significant contributions for China's national defense modernization. But it did not change the situation of our core technology controlled by others. Through the technological transformation, we must seize the opportunity and improve the independent research and rapid equipment supply capacity to improve our national defense capability.System dynamics method provides a global strategic view for the technology transformation project and forms a new mode of project management. Strategic decision for technical transformation and the concrete implementation are linked. Through project management system dynamics model, the qualitative analysis is combined with quantitative analysis and experience data with measured data will be combined. Using the corresponding simulation method, the paper analyzes the dynamic characteristics and whole life cycle of technology transformation project in military enterprise A and provides strong support for the management decision. At the same time, the paper established the technical transformation project performance evaluation model. An empirical study shows that the evaluation system and evaluation method are feasible.
