Technology Transfer Efficiency Evaluation And Mechanism Simulation Of The Civil-Military Integration Enterprises

This has always been the focus of many countries on how to resolve the contradiction between national defense security and economic development,and seek the best combination of military and economic.The contradictions in the development of China in the past 70 years have become increasingly prominent.At this critical period,civil-military integration development has risen to a national strategy.At the same time,the deep development of civilmilitary integration has become a major national policy for ensuring national security,national rejuvenation,coordinating strong military and enriching the people,and is also an important road for socialist national defense construction and economic development with Chinese characteristics in the new era.As a bridge and link between civil-military integration,the technology transfer of military-civilian integration enterprises is of great significance for the in-depth implementation of the national strategy of deep integration of military and civilians and the acceleration of the national science and technology innovation system in the new era.For the transfer of technology among civil-military integration enterprises in various provinces,the transfer efficiency is particularly important and different enterprises in different regions have different differences.The motivation for the difference in efficiency is the evolution of the technology transfer mechanism of enterprises.In the process of researching efficiency and mechanism,the theory of biological evolution and the technology transfer development of civil-military integration enterprises are similar.This paper draws on the theory of biological evolution,analyzes the efficiency differences among civil-military integration enterprises and conducts mechanism simulation research,which not only helps to clarify the technology transfer mechanism between enterprises,universities,military and other stakeholders,but also points out the development direction for civil-military integration enterprises to improve the efficiency of technology transfer in gradually perfect market environment and policy environment.The main research contents and conclusions are as follows:1.Based on the data of 45 enterprises under civil-military integration of China’s A-Share market in 2012-2017,the paper adopts the DEA method to measure the regional transfer of technology transfer efficiency among civil-military enterprises by measuring the efficiency of technology transfer in different regions.Metaphorical and macroscopic analysis of survival,mutation and genetic recombination,species segregation,co-evolution,and biodiversity differences in the efficiency of existence.The research results show that the technology transfer efficiency of civil-military integration enterprises fluctuated greatly during 2012-2017,and the inter-annual and inter-provincial differences were more significant.The macroscopic analysis of differences in biological evolution theory suggests that survival of the fittest is the way to cause differences.Mutation and genetic recombination are the sources of difference.Isolation is the cause of the difference.Co-evolution is the development direction of the diversity of civil-military integration industry.2.By referring to the theory of biological evolution,this paper clarifies the causal loop of technology transfer among civil-military integration enterprises from simple technology to multiple technologies,simple cooperation to complex alliances,common technologies to core technologies,and lack of regulations to perfect policies.Based on this,the dynamics model of the technology transfer system of civil-military integration enterprise is constructed,and then the actual data of the enterprise in the efficiency evaluation is combined to simulate and analyze the technology transfer mechanism.The simulation results show that the technology acceptance number is a key variable in the development of civil-military integration enterprises from single technology to multiple technologies,and it is sensitive to technology transfer income.In the process of cooperative alliance,government subsidies have advantages over technology acceptance and enterprise scale.From the transfer of common technology to core technology,the increase in the intensity of R&D expenditures is more effective than the increase in technology acquisition costs,and the absorption of innovation capacity is increasing with the deepening of civil-military integration.In the change of environment and system,the number of technology acceptance is more important than the impact of enterprise scale on government financial and technological expenditure.Finally,through the analysis of simulation results from the perspective of biological evolution,this paper discusses the evolution process of technology transfer mechanism among civil-military enterprises and proposes corresponding suggestions.
