Heilongjiang Province Basic Pension Insurance Policy Assessment Study

As the core of the social security system, endowment insurance has long been of concern for people. The basic pension owing to its earliest and most shape is always the focus of reform and the development of other groups in reference to pension insurance policies. In 2004, Heilongjiang Province, was designated as the national endowment insurance for urban workers improve the pilot areas. Evaluating policy of current endowment insurance for urban workers in Heilongjiang Province is full of great practical significance that will not only be able to find disadvantages, but also can accumulate basic pension-related experience for unification of future policy. On basis of combination with document carding, rational consideration of default and initial experience of construction, policy evaluation index system will be structured by this article, meanwhile through interviews with form of questionnaires to collect data, to inspect and verify science and rationality of the index system, then integrating of index system via factor analysis method can enhance practicability of index system. Finally, considering policy within framework of indicator system meanwhile proposing relevant policy recommendations.
